The npx office-addin-dev-certs uninstall command should also delete the cert files and remove the .office-addin-dev-certs folder if it is empty.

As I've been using this, when the uninstall command is used to clean up, it should also delete the files.

`office-addin-dev-certs uninstall` will also delete the certificate files and remove the `.office-addin-dev-certs` folder if empty.
