Describe the bug
We are trying to set up bridge CNI in our environment. We followed docs (https://docs.openshift.com/container-platform/4.13/networking/multiple_networks/configuring-additional-network.html#nw-multus-bridge-object_configuring-additional-network) but 'bridge vlan add vid VLAN_ID dev DEV' doesnt work and return 'RTNETLINK answers: Operation not supported'

How reproducible
Try to run the command on worker node.

The error message “RTNETLINK answers: Operation not supported” indicates that the operation you’re trying to perform is not supported by the network stack and this Error can occur due to various reasons, including kernel configuration or missing modules.
