Configuring Okta.AspNet.WebApi.IntegrationTests from environment variables and adding these tests to Cake

Now we have integration tests but are configured via web.config.
We have to change this approach to get the configuration parameters from the environment variables. By doing this, we can set up our CI server and run this tests on it.
