I have having following issue with v4.3.0 and upwards. Looking like base_url value is empty. You can see api url is missing 'okta.com' base url part. To work around that I set following env var and it worked.

OKTA_BASE_URL = okta.com

Please advise if there is something wrong with our org config or what

It looks like this was included as a part of a large refactor in #1650

Its possible this was included unintentionally, which would explain it's omission from the release notes
