Implement the New Create Collections flow

Caso de Uso/Use Case:

We need to implement the UI created for a collection management, which would enable the user to store its personal collections, aiming for a text editor with MVP features (really basic ones).

For this version we will allow the user to:

• Create a collection (providing name, 5 tags, description and X number of Memos - with front and back)
• Each Memo will have basic styling options (bold, italic, underline and code)

Added needs more info as there are a lack of a bunch of business logic.

This issue should also be split in a similar manner to #136, which tracks multiple sub-issues related to their own context, and also update its correlated project (must be created) to reflect such sub-issues and track the feature as a whole.

This feature is currently blocked by the server implementation as well, which is #136.
