Add ability to permanently delete soft deleted projects

Allow for the permanent deletion of soft deleted projects from the database. This enhancement also includes the provision of a configurable option, available for each deployment, which enables or disables the functionality as needed

By implementing this functionality, users will have the ability to completely remove soft deleted projects from db, ensuring their forms and submissions are irreversibly eliminated. This serves as an improvement over the existing system where soft deleted forms are retained in the db, potentially consuming unnecessary resources
