[Access] Backport transaction payer checks to v0.33 #6141

Backport the changes to validate transaction payer balances from #5823 to v0.33.

This will require targetting the v0.33 branch, and creating a branch in the onflow/flow-core-contracts repo that uses pre-Cadence 1.0.

since we're close to the testnet upgrade, let's wait and skip the backport.
