[WIP] - Language Integration - Code Actions v2

This implements the textDocument/codeActions along with UI to render it. Brings #974 up-to-date with the latest changes.

Still some bugs around the applied edits, and needs tests.

@bryphe can I ask (annoyingly, I apologise.... feature requests... bane of the maintainer), re the status of this, I realise it's a bit behind master but seems like you'd done a lot of work on this, personally I'd give a toe for auto importing in typescript

edit: again really sorry I know your working on a million and one things 🙇, plus obviously determining priority and functionality is completely at your discretion, its just a thought I have every time I write something and think "god where does this live again".

Haha, yes, I agree - this would be a great feature to have! I'll log a separate issue for it
