Feature Request

What is the problem that this feature solves?

Currently it seems possible that some of GitHub Action (CI) machines do not have VNNI support. If it does not have VNNI, the result from ONNX Runtime will be different and causes CI failure by output mismatch. Ideally the CI should check whether the running machine has VNNI support or not.

Describe the feature

Make the CI behavior consistent. It should not fail sometimes.

Update -- it happened in both Windows and Linux CIs.
