Mention support is included in Temas' Adaptive Cards.
I believe that the Assign Notice Plugin can also support Mentions by sending them to Teams in the form of Adaptive Cards.
So far, only simple text format messages have been supported, so this is a special support only for Teams.
I will have to think carefully about how to let people choose the format of messages.
