#471 将默认最多同时做种 4 个, 全局限速上传 1MB/s (因为有人说运营商会检测上传然后屏蔽), 以后再加自定义设置

目前只影响 PC, 安卓要在以后 3.5/3.6 更换引擎为 anitorrent 才受影响
