Update for 2013 Tiers

I've merged the new Tiers into the other Fusion Tables but the original Fusion Tables are not public so I can't see the map symbology used. I'm also not sure how we want to handle the Tier Differences page now that there are 3 years worth of data.

@shua123 this is awesome. Could you add me as an editor on that fusion table so I can tweak the styles? Gonna try to get this up today.

FYI the color's we're using on the current tier map are:

1 - #bdd7e7
2 - #6baed6
3 - #3182bd
4 - #08519c

@shua123 also, is the column I should be looking at Tier 2012? Should it be renamed Tier 2013?

@derekeder No there should be a Tier 2013 at the end of the table.

Ok we're ready to roll on this. @shua123 we ended up recreating the Fusion Table merge due to some missing tracts in yours (see #3).

Gonna start hosting this on gh-pages. Check out the staging site here: http://open-city.github.io/cps-tiers/

If all looks good, I'll switch the DNS tonight and we can announce tomorrow.
