Relationship to Nibabel, pydicom?

Where should this repo sit in relationship to Nibabel or pydicom? Should it be an optional dependency? Won't that mean that lots of DICOM libraries could have this as an optional dependency?

It depends on pydicom, and Nibabel should, potentially, have it as an (optional) dependency.
I think the first step is probably to use it within the nicom module to replace csareader.
