Create CI

As the results of this project get automatically published, i.e, create the "public face" of OQS, particularly with the addition of more maintainers, this project should now be receiving regular CI and at least 4-eyes principle/scrutiny of results during PR and prior to merge.

Actually deployment is still manual, as the website is still hosted on my personal VM, so deployment happens via me logging in and doing a deployment. Yes this should eventually change.
