[opentelemetry-php-instrumentation] - Build Linux packages for the extension

In order to simplify installation of the extension we propose to build Linux packages that should deploy .so files and update the php.ini file(s) to load the extension.
Initially we can build packages for Debian (.deb), CentOS (.rpm) and Alpine (.apk). Later if it's requested we can include other formats.
