Need a docker release workflow

We don't have a docker release workflow yet.

Perhaps https://github.com/openbao/openbao/blob/main/.github/workflows/release.yml can be of inspiration.

This would help unblock openbao/openbao-helm#3

After #2 is merged, we'll need a repo in quay.io for openbao/openbao-csi-provider, and then we'll need repo secrets added by a maintainer :)

When tackling this, we should also fix the .release directory, as pointed out in #2 (comment). Started on #4 but still need #3 (comment)
