Our governance template doesn't call this out how working groups can add or remove maintainers, and I didn't see details in the TOB governance for the group itself to vote without requesting a TOB intervention.
What should the voting process be (2/3rds vote by Github or similar method?) and how do we update the existing groups to reflect that policy?

I'm going to close this out since it looks like the only method to change maintainers is to request a maintainer change from the TOB:
Amendments:
The owners of the WG may from time to time propose to the TOB (1) amendments to this WG Governance Document, and/or (2) changes to the composition of the owners or maintainers of the WG.
As set forth in the OCI Charter, the TOB may, in its discretion by a two-thirds vote, approve or reject the requested amendments or changes.
As set forth in the OCI Charter, the TOB may also disband the WG by a two-thirds vote.
