Update OCI charter to deal with project structure issue #2

@opencontainers/tdc-maintainers it would be great to get any proposed solutions to this issue from the TDC. I believe the original intention was to have 1 TDC maintainer list and multiple OCI projects instead of multiple OCI projects with their respective TDC maintainers. We can move forward by updating the charter to reflect that including deciding whether each project should a) their own list of maintainers, or b) one list of maintainers across all OCI projects. We can modify the charter if need be to accommodate option a) if that is what is preferred, but b) is supported by default right now.

That's what the draft charter looked like, but the adopted charter
moved somewhat towards multiple TDCs. The public discussion around
that shift is in [1,2] if folks want some background reading.

The initial push for multiple TDCs was so there could be a distinction
between runC maintainers and spec maintainers 1. As long as:

  • the membership, rules, and contact information of each set (TOB
    electors, TDC(s), project maintainers, …) is clear, and
  • specification/testing projects are governed independently of a
    particular implementation.

Catching up with opencontainers/tob@729e1ecf (Merge pull request opencontainers#18
from RobDolinMS/master, 2016-09-18).  I'd rather drop the
parenthetical entirely and link to a place that listed OCI Projects,
but we don't have a canonical target for that yet
(opencontainers/tob#2) and the current closest instance seems to be
the GitHub section in [1] (which doesn't have the "OCI Project"
words).
