[GSoC2024] feature: allow downloading video frames in custom extension #7697

Motivation and context

Allows to download annotated video frames with custom extensions. Previously, it was only available in .png format. Resolves #3867

  • Probably, the Job class also needs to be updated, as it has a similar function
  • Please add tests here for the updated functionality

Could you also fix the problems reported by the linter please? You can do this by running ./dev/format_python_code.sh.
