Issues, bugs, feature requests that are generic e.g. affect underlying use of the system (and will make things better for everyone), but are not a particular priority for any team / instance / project over another.

These can potentially be prioritised and dealt with once we have income streams for dealing with 'core' or 'global open source project'.
