Fix TB operation script

Description 😯

The TruBudget operations script can't start the blockchain because of the following error:

• Test why this happens and implement a solution.
• Test if the development script is working properly
• Also try the setup using docker-compose and check if the documentation is sufficient.

bash scripts/operation/start-trubudget.sh --slim --provision
