Because of the way we're creating repos, our templates are copied from https://github.com/amazon-archives (specifically Apache-2.0), not this .github. That means our files like maintainers, etc, are not getting copied over when repos are created. (see opensearch-project/opensearch-testcontainers#1).
Create a new repo.
.github files would be copied over. They are not.

What is the bug?
