[BUG] .github files not getting copied over to new opensearch repos

What is the bug?

Because of the way we're creating repos, our templates are copied from https://github.com/amazon-archives (specifically Apache-2.0), not this .github. That means our files like maintainers, etc, are not getting copied over when repos are created. (see opensearch-project/opensearch-testcontainers#1).

How can one reproduce the bug?

Create a new repo.

What is the expected behavior?

.github files would be copied over. They are not.

Do you have any additional context?

I think we need a cookbook in this repo for how/what to copy/clone once we get a new repo.
