Disallow empty string dependency values in DynamicRemotePlugin

The semver library coerces an empty string to * version range, e.g.

semver.validRange('')
// => '*'

This PR updates DynamicRemotePlugin to disallow empty strings when validating values of pluginMetadata.dependencies object.
