[4.6] Symlink resolv.conf to /run/systemd/resolve/resolv.conf

After pivot systemd-resolved cannot reset /etc/resolv.conf symlink due to a SELinux issue (coreos/fedora-coreos-tracker#649). Bring back DNSStubListener setting for systemd-resolved.
