Un-reverts #228, with the addition of #240 to fix the bug.

This reverts commit 7106dab, reversing
changes made to adcf1b2.
Especially, don't try to generate invalid flows for pods that have no
IP assigned yet.

ok, I worked with Anurag to add some more detailed testing to the QE NetworkPolicy tests, so I think this is ready to go now
