Leaflet.Draw hasn't been updated since 2018

fix: edit toolbar functionality

polygon edits now require an explicit save instead of partially saving

only handle EDITED event to avoid duplicate EDITMOVE events causing
degenerate behavior deep in L.Draw.

should migrate to leaflet-geoman-free eventually, see #166
