Switch version to 2.4 in the next release.

Without gems, the change breaks nothing and most gems are already patched to be compatible.

Since ruby isn't part of our immediate scope, we could just switch with 17.1.5?

@fichtner yes, it would be possible too.

Because there are some breaking changes in the Integer class (All integers are merged into a single class) I would have done the change with a major update but it could be done now too (as it is not used by the current plugins). This change should not break unbound diagnostics ;)
