New developers may have difficulty navigating the setup process to build/run/test. Upgrading the tooling should help ease the pain.

Gulp is only used in one location as a task runner, when many other task runners are in python scripts. Moving the server start to another python script instead of a gulpfile lowers the amount that needs to be learned.
