bump: tag and release ORAS CLI v1.1.0-rc.1

What this PR does / why we need it:
This PR proposes to cut out a branch for oras CLI based on edfc253 and release. This new branch will be named as release-1.1 and tagged as v1.1.0-rc.1 for releasing. At least 3 approvals are needed from the 5 owners.
