Allow LM Batteries to be switched on without ECA CONT breakers

The ECA CONT breakers only need to be closed to turn off the battery feeds. In our simulation, they are needed to switch on or off any batteries and this is not the correct behavior.

The logic needs to be fixed so that batteries can be switched on without those breakers closed (most notably the asc batteries, since those cont breakers are usually open) but cannot be switched back off without the breakers closed.
