Global Variable for Notifications

I'm wondering how to create a variable for notifications from specific apps in Windows;
specifically I would like to create a boolean variable that store if an opened app has a notification.
Trying to be more clear: I would like to create a button that copies the behavior of the icons in the system tray:
if, for example, there is an unread message in a messaging application, I can see the symbol of the unread
message in the system tray, well I would like to create a variable that is 1 when there is the "unread notification"
and 0 when there are no notifications from the app.

This would not be doable without a seperate plugin, maybe you can suggest this feature for the Windows Utils plugin as this feature is actually quite interesting.
