Is it possible to have a monorepo consisting of many actions? e.g.

.../action3

Then in workflow

Can I have a folder named "actions" an have there multiple folders for each action served by the repo?

AFAIK, if you want to publish it, it must be in a standalone repository.

Only if by "publish" you mean a marketplace listing, there the rules require it. If you don't need the marketplace listing it doesn't matter: People can just use actions from a public repository, as the github/codeql-action repository demonstrates.

Where can we make a request to allow marketplace listing of multiple action repositories. Maybe by having a different form of actions.yaml that points to the folders of the individual sub-actions.
