Doks-core: Why is configuration stored as data (site.Data.doks) instead of config params (site.Params.doks)?

While getting acquainted with Hyas and its Doks theme, I repeatedly wonder what the rationale was to

1. store the Doks-specific configuration parts in config/_default/hyas/doks.toml

2. but then mount config/_default/hyas/ at data/ and refer to the Doks config with site.Data.doks.SOME_KEY instead of site.Params.doks.SOME_KEY.

Other Hyas integrations like images, inline-svg and seo store their config as "normal" config params, i.e. site.Params.image/inline_svg/seo etc.

Would be glad to learn more about the reason behind this! 🙃
