Can't get webtools work on phalcon 4.1.2 (windows 10) #15529

Was not able to get phalcon 4.1.2 work on apache under windows, here on this discussion was suggested to use str_replace method to get it working. However, I can't get webtools to get work on same project. By any chance, webtools not working is related to same issue ?

I can get dev-tools work through CLI though.

If I load "http://localhost/phalcon4/webtools.php " , I get following error :

404
Not Found

Sorry! We can't seem to find the page you're looking for.

Earlier, I had impression it is not able to find webtools.php altogether, but on closure look, I got to know that this is coming from webtools itself as seeing the SOURCE of error page gives this :

I am running apache on windows

There was similar issue discussed by on MacOS : phalcon/phalcon-devtools#1012
However, there he was using inbuilt server and was resolved when he switched to Apache. But for me I am already on Apache.
