Static site should show details of an issue

When navigating to an incident (e.g. /incident/98) on the static site, it should show the text of the initial issue. At present, the static site only shows comments on the issue (e.g. when the issue is resolved). This would be useful for both down incidents so viewers can see the HTTP code and for scheduled maintenance so viewers can see the details of the maintenance, both without leaving the status site.
