Consolidate subcharts of ORY Oathkeeper and ORY Hydra

Both ORY Oathkeeper and ORY Hydra have subcharts (example) which install the *-maester CRD Controllers.

This has resulted in several issues, apparently also related to changes on how Helm v3 processes subcharts:

• Maester still installed with maester.enabled=false #103
• Overriding maester settings not working #116
• Hydra Helm chart timed out #88

I believe that the issues apply for ORY Oathkeeper and ORY Hydra alike as they both use subcharts.

Describe the solution you'd like

We either move away from subcharts and provide them as standalone charts - which would require documentation on how to set them up alongside the core project if needed - or we figure out a way to resolve those issues by keeping the subcharts.

I would prefer the second solution, if it is possible.
