Is your feature request related to a problem? Please describe.

Currently, relation tuples are migrated using inline SQL statements in Go code. Instead, they should be proper migrations to allow up and down migrations in future versions. We can use the same approach as we do in Ory Kratos Cloud for multi-tenants.x
