Hey, python-nubia now supports python 3.7, maybe time to remove the restriction?

Hey, thanks for heads up. I'm a bit overestimated my free time for supporting this project and haven't touched it for a while. :-/ I'll update Python 3.7 support once I get some time to work on the project again!
