drop help.osm.org, as it will be readonly from March 1

The help.openstreetmap.org "forum" [will be archived](https://community.openstreetmap.org/t/archiving-of-help-openstreetmap-org-1st-march-2024/108483) soon (March 1, 2024). Therefore it would make sense to not suggest it in the community index anymore.
