This PR introduces the API for the "traffic light" control category of fleet adapter. This API will allow fleets that only have pause/resume functionalities to integrate into the traffic negotiation system of RMF.
There are some unit tests written for this new API, but integration tests will take considerably longer to develop. Developing a pause/resume fleet manager mockup is a prerequisite for making any integration tests for this API, so that will be a blocker for a time being.
