Very similar to what Licensee does, @jeffmcaffer suggested to auto-generate LicenseRefs for new licenses based on a hash on the normalized license text. Having such auto-generated LicenseRefs would help to avoid the need to align on LicenseRef names for non-SPDX licenses between scanners.

BTW, Tern does this, too, see https://github.com/vmware/tern/blob/19cffcda19ce9dba5e8d37ef0bbcb2c4db8ee567/tern/formats/spdx/spdxtagvalue/generator.py#L118-L121.
