Expand sharing API acceptance tests

• split Sharing API acceptance tests into a sensible set of features
• API tests when group is blacklisted. (Write sharing API test when a group is blacklisted from sharing #35671)
• Acceptance tests when users are restricted to only share with groups they are member of Add webUI tests for share only with membership groups #35736 apiTest for share with only membership groups #35733
• review the test scenarios in each feature and expand them to cover a "basic" set of test cases

(e.g. for each feature consider what an admin, subadmin, ordinary user, member of a group can and cannot do with ordinary and public shares with various permissions)
