org-notify not packaged in elpa or melpa

Hello!

With this commit, org-notify is no longer in org-contrib: https://git.sr.ht/~bzg/org-contrib/commit/c6aef31ccfc7c4418c3b51e98f7c3bd8e255f5e6 , so I wanted to request org-notify to be packaged in either elpa or melpa.

Alright, since this package is on github, I think melpa would be easiest. To add it, I will need to submit a recipe per these docs: https://github.com/melpa/melpa/blob/master/CONTRIBUTING.org

I can do this for you, if you want - I just need your confirmation that this is alright (since I would be doing this on behalf of you).
I might also send some patches fixing some linting quirks as well if this is the case
