right now "system.attributes.encumbrance.max" seems to affect max weight, but the lower levels don't adjust since they're strength* based

If there was "system.attributes.encumbrance" and "system.attributes.encumbrance.heavily" to adjust the two variant levels of encumbrance that would be very nice for features that increase carry weight
