Improves P4c's community standard by following recommended community standards .

Tasks-

• Add CONTRIBUTING.md

• Create CONTRIBUTING.md #4581

• Add Security policy

• Add Issue templates

• Add Pull request template

• Add Code of conduct

I see that CONTRIBUTING.md can be helpful. I personally think we do not need the rest of these standards as they add unnecessary bureaucracy. We should only add them when there is a precedent that necessitates them.
