It is required to recalculate fitness value only of new members of the
population. If input data don't change during solution search, we do not
need to recalculate fitness of the entire population, what leads to
decreasing performance.

Issue 1 fixed - only new members of the population are evaluated. Random
generation
of new chromosomes was removed from selection algorithms, but implemented in
population class.
