This also removes some overly chatty logging.

  • [INFO] Find all code to be published in the distribution isn't very descriptive because it's the same message for every single distribution
  • [INFO] Run setuptools for src/python/pants/testutil:testutil_wheel isn't very helpful because we very quickly thereafter will write Wrote dist/pantsbuild.pants.testutil.

Thanks @benjyw for #10919. This is great that we can move this information out of a script into BUILD files.

Hah, looks like we made the same change more or less. Mine also fixed up some var shadowing, but I can do those again at some later date. So I'll close that one.
