Can't seems to pack the files

Hello, i have problem when trying packing folder into .PAK file

i have both python 2.7 and 3.7.7
checked Path for python already there
here the command, this one work in the past before i reinstalling my OS this week

u4pak.py pack War-WindowsNoEditor_p.pak War

i think i messed up somehow when installing python.
i follow what said here and it works, i'll try reinstalling python 3.7.7 again
