Block production stalls when a new session starts

(Since we're in soft launch, our temporary fix was to set up a custom node that issues the block late. /cc @drewstone)

hmm the huge number of validators being slashed really looks like what was very very recently fixed here #3596

This hasn't happened since the upgrade to latest Kusama master, looks safe to close!
