This was removed in #5291 but is still too early to do it as it requires nodes still on Polkadot v0.7.26 to resync from scratch.

This removes all migrations code in the codebase, ready for a clean start with 2.0. It includes Grandpa authorities, Babe "v0" epoch and all of the recent storage re-keying.
